Born on April 22, 1947, in Williamsport, he was the only son of the late Ralph E. and Thelma A. (Quigel) Kinley. Wayne was a man of deep faith and boundless kindness who dedicated his life to his family, his work, and his community.

Wayne's life was a testament to his faith and was committed to serving his church with humility and love. He was a member and Deacon of Anthony Baptist Church, where he also participated in the "Men in the Word" Bible Study at Waltz's Creamery.
A man of many interests, Wayne found joy in the simple pleasures of life. He cherished the monthly Quigel cousins’ breakfast, a tradition he organized that kept him connected with relatives. An avid gardener, with skills passed down from his grandfather, Wayne took particular care in what he grew. He would never buy store tomatoes; he waited until his were ripe to eat.
