Ray was a graduate of South Williamsport High School, Class of 1948 and attended banking courses at Lycoming College. He worked in banking for seven years and had an automobile business before being elected South Williamsport Tax Collector, which he served 36 years. Ray was a devoted Roman Catholic and had attended St. Lawrence Catholic Church, South Williamsport, since 1939. He served as an usher, past officer of the Holy Name Society and was a member of the Knights of Columbus No. 366.
Ray enjoyed many outdoor activities, hunting small game with his beagle and hunting deer with his fellow members of the Ten Point Hunting Lodge, Buttonwood, of which he is the last charter member.
At the age of 40, Ray took up golfing and really enjoyed the game as well as the friends he made on the course. An avid Penn State fan, Ray attended all the home games and a few bowl games.
